According to Sky Sports News Harvey Blair, a teenage forward, has agreed to a permanent transfer from Liverpool to Portsmouth.
Only one first-team appearance for Liverpool in the Carabao Cup three years ago was made by the 20-year-old.
This summer, Liverpool has not yet added any new players.
