Albert Sambi Lokonga is a midfield player, and Sevilla and Arsenal are nearing completion of an agreement.
The agreement is said to be a £10 million (€12 million) initial loan with a buyout option.
It is believed that, subject to certain requirements, the option will turn into a requirement.
